Planning Commission

The Turlock Planning Commission is comprised of seven (7) regular and two (2) alternate members, appointed by the Mayor and confirmed by the City Council. Each member serves four (4) year terms with term limits established at 12 years. Each alternate member serves a term of two (2) years. The Turlock Planning Commission holds regularly scheduled meetings on the first Thursday of each month. Meetings are held at Turlock City Hall, 156 S. Broadway, in the Yosemite Community Room and begin at 7:00 p.m.

Mike Brem (Chair)

Term Expires 12/31/10
Mr. Brem is a California native, born in Gilroy. A graduate of Cal Poly (San Luis Opisbo), he moved to Turlock in 1992 to start SupHerb Farms, where he is employed as President. Mr. Brem lives with his wife, Tina, and two sons.

Jeanine Bean (Vice Chair)

Term Expires 12/31/12
Mrs. Bean has been a resident of Turlock since 1985. She has both a Bachelor's and Masters of Public Administration degree from Brigham Young University. Jeanine works as the Director of Human Resources for Stanislaus Superior Court. She and her husband David have three children.

Soraya Fregosi

Term Expires 12/31/12
A native Californian, Mrs. Fregosi has lived in Turlock for 17 years, drawn here by CSU Stanislaus, affordable housing, and friendly people. She has a bachelor's degree in Health Services Management from Golden Gate University in SF and for the past seven years has been a substitute teacher for the Turlock School District. Being active in our community is a top priority for Mrs. Fregosi because she believes every person can make a positive difference. Mrs. Fregosi and her husband, Tom, have two teenage children.

Elvis Dias

Term Expires 12/31/10
Mr. Dias has lived in Turlock for over 33 years. He is a graduate of Turlock High School and attended California State University Stanislaus. He is a board member of the Turlock Exchange Club and the Knights of Columbus. Mr. Dias is a realtor with Century 21 M&M. He and his wife, Maria, have two children.

Jeff Hillberg

Term Expires 12/31/11
Mr. Hillberg is a life-long resident of Turlock. He graduated from UC Santa Barbara with a degree in political science in 2003.

Nick Hackler

Term Expires 12/31/09
Mr. Hackler was raised in the City of Turlock. He graduated with his Bachelor’s Degree in Sports Medicine from the University of the Pacific. He works as a Corrugated Packaging Broker with JenJil Packaging, Inc. Since 2006, he has been serving as the City of Turlock’s Economic Development Action Committee (EDAC) member where he currently holds the position of Vice-Chair. Mr. Hackler and his wife, Jill, have two sons.

Alex Salcedo


Mr. Salcedo is a life-long resident of Turlock. He is an Estimator for Teichert Construction's Turlock District and has been with the company for over 10 years. He enjoys involvement in his community, has been an active leader of the Teens in Action program and is a member of the Turlock Rotary Club. He and his wife, Debbie, have two sons.


Alternate Members

Victor Pedroza

Term Expires 3/31/09
Mr. Pedroza has lived in Turlock since 1981 with his wife Eva. He has three grown children and three grandchildren. He was drawn to Turlock because of its central location, friendly atmosphere, and friendly people. He holds a Bachelor's of Science degree from California State University, Fresno, in Agricultural Education. He served on the Turlock Elementary School Board for 10 yrs and on the Turlock Unified School Board for 2 years
